Hi Gary, I've looked at the digitized file for this design, and have not seen what you describe. Which format of the design are you using?
I notice the white fill area is being done from two sides, coming together right at about the same point where you describe missing stitches. One thing that could be happening is that the two fills are not meeting where they are supposed to. This could be caused by the pull of the stitches against the fabric, and you may find that adding more stabilizer on the bottom improves the results.

I tried to use it on my machine and found a missing stitch or two in the white near the Hydrant threw the Red Helmet area. I tried it twice to make sure it was not a machine error.
